chore(test vectors): Add interop test in Go with CI

Description of changes:

• Adds test vectors for Go
• Mostly same as chore(Test Vector): Add interop test for Go #1071 except following:
  - Its into main branch
  - This PR adds CI for test vectors
  - I have added new make file target name purge_polymorph_code because CI also needs to remove CompanionStruct_Default___ from shim. Now _polymorph_go runs purge_polymorph_code
  - Checks in polymorph code.
