Remove release_management_in_ci.rb lanes

Keeping these lanes here would be more of a liability in terms of code that never gets used and is bound to become out-of-date. We can always trigger those builds via Buildkite Web UI or the Releases v2 tool. See also conversation at Automattic/simplenote-ios#1655 (comment)
