test: Clean up code related to old versions of python #3414

We had some logic to skip tests along with other compatibility shims for old versions of python that can now be cleaned up.

We haven't used Travis for CI in a long time, and our current CI
system is much less overloaded so these timing-sensitive tests are
no longer flaky.
Mainly in docs that say things like "you can only use this if you're
using python 3.2".
