Also change MUST use DANE when TLSA records are present to SHOULD use DANE when TLSA records are present AND "usable". With the protocol subject to downgrade attacks, the MUST does not afford any downgrade resistance. The client may do as it pleases and the server is none the wiser.
This both actively inhibits "pinning" in the present, and serves to facilitate it in the future.

Two commits, the first expands the description of authenticated denial of existence, which probably still needs new test vectors in Appendix A.
The second adds the requested 16-bit field.
