What kind of change does this PR introduce?

Fixing the publish pg_upgrade scripts aspect of gh actions, to unblock pg_upgrade testing and to resolve these working for ami release

Resolved in this PR:

Handling of version across matrix
a fix for supabase wrappers pkg to cease fetching cargo deps at install time via git, which broke the upgrade scripts + removal of git install/remove from build process for this package

Testing criteria:

running an upgrade from 15.6 series, to the staging 15.8 released from this PR on local infra

Once this is approved, I will do a rebase, and fix the merge conflicts, and all of the temporary values before merging
