Clean-up of LanguageUtils

[phanecak-maptiler]

It looks like that some time ago there was a refactor of the code and some "language stuff" is in LanguageUtils in planetiler-core and got moved to OmtLanguageUtils in planetiler-openmaptiles. This PR tries to clean-up some remnants of that:

• Stuff which is used by and only by OmtLanguageUtils:
  • string(): copied to OmtLanguageUtils and marked as deprecated in LanguageUtils
  • transliteratedName(): same as above
• Stuff not used anywhere:
  • getLatinName(): removed
  • getNameTranslations(): removed
• Stuff still used (sort of, OmtLanguageUtils uses directly VALID_NAME_TAGS) but not covered with tests
  • isValidOsmNameTag(): added one unit test
