Praat plugin code now includes:

• up-to-date autovot files invoking python3
• slight modification to plugin version of autovot_extract_features.py to allow exempting empty interval text
• log file to save to praat plugin folder instead of tmp directory

Note: no changes to underlying python code in bin made.
