Description

This PR main purpose is to add a new file of the french version of the documentation page https://kubernetes.io/docs/reference/kubectl/quick-reference/ , that's the equivalent of/ redirecting to cheatsheet/.

Issue

This pull request resolves partially the open issue :
Most wanted page - French #17598

Watch out for using machine translation tools; they are not very good and you'll need to revise further.

@sftim I've used the same pattern as the other French pages. It seems that almost all French pages use the same keyword, 'À suivre'.
what do you think ?

To stay consistent, I think we'll continue to use 'À suivre'.
