Adds a whole host of updates:

  1. Refactored docker build progress to use multi-stage builds, reducing image size to <1GB.
  2. Added Docker "bake" recipes so that multiple, known, versions of the latex-devcontainer can be built.
  3. Switch to mcr.microsoft.com/devcontainers/base!
  4. Integrate tests from the templates-starter.
