This fixes an FTBFS on arm 32 bit. It however only affects the rtar and wtar utilities which are superceded now by the standard tar.
There are more
time_tissues within IRAF, and I still don't have a good idea how to fix them (if at all). Maybe the simplest way would be to drop 32-bit platforms after 2038.
