This addresses git issue 700. The script that makes the qc table in EvidenceQC does not currently add any scramble metrics to the qc table. The wdl and the python script to make the table were changed to add Scramble metrics if Scramble is run. This was tested using womtool validation, and on a random subset of samples from the 1kgp workspace in Terra using melt inputs or scramble inputs.
