LibECBUFR-perl: Environment Canada BUFR Library Perl bindings

It is designed as a simple to use, Templates oriented, general purposes
library for reading and writing BUFR messages.  Using one single interface
for both reading and writing.

DEPENDENCIES

Requires the LibECBUFR C library.

Requires the ExtUtils::PkgConfig perl module to find the LibECBUFR
C library.

INSTALLATION

To install this module type the following:

   perl Makefile.PL
   make
   make test
   make install
