While working on Docker elsewhere, I've figured we can simplify this build using
docker composerather thandocker-compose.The current version of docker install on ubuntu-22.04 GH runner is already providing the composer command (unlike on debian-bullseye).
This PR is back-porting what we are already using in other (private) repositories.
