Also set lint Go version to 1.23 and bump minimum Go version to 1.20 to fix x/crypto issues in gopages.

Bump golang.org/x/[email protected] for possible fixes in package list.
Also hits an issue with golang.org/x/crypto, which appears to depend on things in Go 1.20, so this PR stops explicitly supporting Go 1.19 and bumps the minimum version for gopages to 1.20.
