canine-chain's ibc-go is outdated such that we can only support ordered ics27 channels. This means a packet timeout will cause the channel to be closed.
We cannot upgrade to unordered channels--which never close--until canine-chain is updated to cosmos-sdk 0.47+
For now, we can re open the channel.
TODO:
