Move files from project-setup to standard folders (#633)

* Move files from project-setup to standard folders
* Fix all links from patterns to project-setup folder
* Fix all links from translations to project-setup folder
* Remove instances of project/setup in book and scripts
* Point from old project-setup folder to the new folder for these files
* Regenerate en toc.me locally. Not sure why the GHA did not do this.
