Can we add a reference to rfc7, where the Relase manager role is defined, and make the branch-creation more explicit.BR New suggested text:BR Do not create new branches without the approval of the PSC. A Release manager designated under RFC7 is automatically granted permission to create a branch, as defined by their role described in RFC7.
