Proposal: Add new template named yesod-rest-react

Basically the code present here: https://github.com/psibi/yesod-rest

Before starting to work on it, I would like to know if it would be better to keep it as separate thing or integrate it as part of yesod-scaffold. If there is no objections, I will possibly try to integrate it in this.
