Eu sempre faço:

1-wipe data/factory reset, wipe battery stats e depois format /system /data e 
/cache
2-instalo a rom
3-instalo o gapps
4-reinicio umas 2 vezes apos configurar a conta do gmail.

Realizei o procedimento adequado e está OK.
Não tive mais a seção tartaruga.
Está tudo funcionando, inclusive o Swype.
