Trigger should have a setup action

Trigger needs a setup action to help users configure deployments; for instance:

$ git deploy setup
Your user name [Ryan Lane]:
Your email address: [[email protected]]:
This repo's prefix [test/testrepo]:

As shown above, the setup action should first parse the config and should then ask the user to provide all configuration options, with existing config as the default.
