pycsw backend is currently postgis, in iteration 2 we may be interested to change this to elastic search or sparql

this task aims to find out if pycsw can be extended to work with alternate backends

alternative could be to have a look at pygeoapi, which also offers a ogc-api-records interface, but has support for a elastic search backend

on the other had ygeoapi does currently not have csw, oai-pmh and facets
