error while converting a record from inspire

Processing record {D746BBF4-D390-4CA8-8A74-C0F81A2FAD46} (12146 of 12148 as INSPIRE)
{D746BBF4-D390-4CA8-8A74-C0F81A2FAD46} no turtle -> xml
XML document {D746BBF4-D390-4CA8-8A74-C0F81A2FAD46} is not string, Unicode strings with encoding declaration are not supported. Please use bytes input or XML fragments without declaration.
