Codegen Optimization: Add a check to see if any customizations are defined for a given section

When I was writing the smoke test generator, I wanted to avoid generating a mod test when no tests are defined for an operation. Currently, we don't have a way to tell if a customization does anything for a given section. If we did, then we may be able to generate less code, thereby speeding up codegen and compilation.
