Implement solution to better manage out-of-date dependencies

Packages are bumped when I notice they are no longer current, but this occurs haphazardly rather than systematically. (_e.g. pre-run NXF_VER, seqerakit version, tw version, We need something more robust. Options:

1. Find some automation solution to automatically highlight when deltas appear.
2. Develop a manual process and checklist to ensure all facets are checked on:
   1. A pre-determined time interval;
   2. Prior to issuing a new Release (with other fixes).
