Is it possible to show a page from another language if the current languge does not have this page?

If, for example, we enable English and German on a wiki.js site, then we begin by creating all pages in English. If a visitor selects the German language, it seems like all pages disappear. Can the system instead show a list of all pages that exist, then when one of them is chosen, if the user's native language page does not exist, could it load a default language (i.e. English) for that page? This would allow users of other languages to at least browse the site, then if a page doesn't exist, they can see the default language version and choose to possibly create a native version for their language...
