[Research][Spike] Backstage Devfile plugin

Research to help estimate Q4 epics:

• Is it possible to plug Angular code into Backstage using the plugin system?
• Can we use a backend in Go? Wasm?

Issues have been created to follow-up on this:

• Port backend to Node (using Wasm for Devfile library), so it can be used as Backstage backend plugin #7107
• Port the frontend to React, so it can be used as a Backstage plugin, and integrated into other React-based frontends #7106
• Provide a user-friendly interface within Backstage for editing devfile-based application configurations. #7105

Additionally, a custom actions plugin (implemented as a Backstage Backend Plugin) has been created to support the work for a Backstage Golden Path Template in #7116. So it seems quite clear what needs to be done. Remaining point to address would be the distribution of the odo binary alongside this Backend Plugin.
