This is follow-up for #262.

Current Behavior

Policy creation is not allowed without required fields, but it's not obvious where are those fields.
I filled all red starred fields on General tab, but there are some more hidden under Settings.

Expected Behavior

User should have visual clue where to find all the required fields.
Maybe a star on settings tab if they are required...?
