Setting 90.0+0.0j and [-90.0+0.0j, 90.0+0.0j] to degrees argument of RandomRotation() gets the indirect error messages #8823

🐛 Describe the bug

Setting 90.0+0.0j and [-90.0+0.0j, 90.0+0.0j] to degrees argument of RandomRotation() gets the indirect error messages as shown below:

from torchvision.transforms.v2 import RandomRotation

RandomRotation(degrees=90.0+0.0j) # Error

RandomRotation(degrees=[-90.0+0.0j, 90.0+0.0j]) # Error

TypeError: '<' not supported between instances of 'complex' and 'int'

TypeError: float() argument must be a string or a real number, not 'complex'

So, they should be something direct like as shown below:

TypeError: 'degrees' argument must be int or float

import torchvision

torchvision.__version__ # '0.20.1+cpu'
