FFmpeg 5 is not installing properly for CUDA CI sometimes #325

For CUDA wheel building and testing in CI, it seems like a pattern that version 5 does not always install correctly. For example: https://github.com/pytorch/torchcodec/actions/runs/11596067147?pr=323
