error while running command get-pip.py --no-setuptools

after executing the command python /bld/get-pip.py --no-setuptools , we are getting error "setuptools must be installed to install from a source distribution"
we are trying to install pip version 19.3.1

earlier this command was working fine.

how to resolve this issue ?
