Announcing the bot for the voting session

Hey everyone,

we are introducing a bot to keep track and simplify the voting procedure that we can test out in our first and upcoming vote session!
Starting now, we're going to use it on current pull requests and to track the labels, notify members and announce when the vote is open and speaking of Pull requests, please open a Pull request with your proposal if you didn't already.

We hope it'll help out both maintainers and people submitting the proposals better understand the state of them and the whole process.
