Navigation bar turns into a hamburger menu when the width is still very large #2824

Bug description

I use vertical tabs on Firefox and found that the navigation bar is gone and is replaced by a hamburger menu, which normally only happens for me when I visit mobile websites.

Upon manually resizing the width of the vertical tabs pane I found that the navigation menu disappears very quickly, such that vertical tab desktop browser users like myself as well as tablet users are likely to be affected. There is still plenty of horizontal width yet it changes to a hamburger menu too early.

My webpage view size is 1800 pixels wide with 150% zoom yet the hamburger menu is already present:
