Incorrect tab flow in "Server Activity"

Describe the bug

In Server Activity, Tab order does not follow visual arrangement. Current order is:

Server Activity -> Notifications -> Server Activities: Filter -> Server Activities: table -> Notifications: [Dismiss|Accept|Decline]

Expected behavior

As per the visual elements:
Server Activity -> Notifications -> Notifications: [Dismiss|Accept|Decline] -> Server Activities: Filter -> Server Activities: table
