Implement Child Resource ListProvider #201

Create a third context provider to track child resource tables. Can reuse ListContext code for this (export 2 ListProviders for Parent and Child).

this will get rid of the need to check if the current resource is a parent/child, and the associated logic that is cluttering up the parent list provider
