Subject: [PATCH] Fix omo import problem

[omo-base.owl](https://github.com/information-artifact-ontology/ontology-metadata/pull/164) is no longer available (and had been stale for some time).
I am changing the ODK configuration file so that the OBA import does not require the omo base artefact.
