Add note where to find deployed wallet to GitHub release description #1740

Since introducing the automated release process, we no longer include the following note at the top (after the heading):

NOTE: The latest stable deployed version of Oasis Wallet can be found at https://wallet.oasis.io/.

Could that be added to the automation?

Can we also manually fix it for 1.8.0 and 1.8.1 releases?
