It would be great if the chat message timestamps showed seconds as well (I'd even go for milliseconds, personally, but I know I'm the outlier on that one!); being able to show the hour in 24-hour format would also be nice.
If you're already using some kind of strftime() call to display the time in the first place, maybe the best way is to just provide an interface for the user to provide an arbitrary format string (with the current value as the default, of course)?
If you don't want to "clutter the settings" with it, just creating a setting that an advanced user could configure in about:config or editing the browser's local storage would be fine for me.
