This is a question of UX. My mental model works works as follows:
I add a client config
I edit configuration
I click the save button
I think everything is ready
I turn to the client to apply the configuration
I wonder why no internet connection can be established
What I missed is the "apply configuration" button which silently turned up after hitting the save button. I would suggest to either:
get rid of the "apply configuration" button alltogether and link the functionality to the click event on any "Save" button
make the "apply configuration" button flash to signal that action is required
show a modal or pop-up when switching to another menu item saying "Configuration was not applied. Hit the apply button"
This is one of those things that are easy to forget about once the solution has been found. But I think its a rather unfavorable first user experience.
