Undo changes tool options to previous tool but not the active tool

It's a bit hard to describe, so I recorded this.

Steps to reproduce:

1. Select a tool, such as Rectangle.
2. Draw a rectangle.
3. Select another tool, such as Pen.
4. Draw something with a Pen.
5. Click Undo.
6. When the last drawing of the Pen is undone, the tool options menu switches to rectangle options but the Pen is still selected.
7. Draw again, and the tool options switches to the active tool - Pen.
