Current known dependencies without vue3 support:

nextcloud-vue 8.x Migrate to Vue 3 nextcloud-libraries/nextcloud-vue#2154 (vue3 support in [next] Backports and Release)
nextcloud-dialogs feat(vue3): migrate to vue3 nextcloud-libraries/nextcloud-dialogs#884
nextcloud-password-confirmation https://github.com/nextcloud-libraries/nextcloud-password-confirmation

devDependencies:

nextcloud-webpack-vue-config Vue 3 nextcloud-libraries/webpack-vue-config#331

After migrating to vue3 the dependabot upgrade for the test-utils #2748 and vue #2925 can be reactivated.
