2.4.1版本集群管理下线节点失败，报错：API not allow to use temporarily #786

部署了3个节点的nacos集群，并开启了鉴权设置如下：
nacos.core.auth.system.type=nacos
nacos.core.auth.enabled=true
nacos.core.auth.server.identity.key=nacos
nacos.core.auth.server.identity.value=nacos
使用nacos用户，登录nacos控制台页面，选择“集群管理”，所有节点状态均为UP。
点击任意节点“下线”按钮，报错：/v1/core/cluster/server/leave API not allow to use temporarily.
