This is mosh 1.4.0 downloaded from https://github.com/mobile-shell/mosh/releases/download/mosh-1.4.0/mosh-1.4.0.pkg
While https://mosh.org/#getting claims that this version supports "macOS 10.10 or later" it fails to start on macOS 10.14.6 (Mojave):

dyld: lazy symbol binding failed: Symbol not found: ___darwin_check_fd_set_overflow
Referenced from: /usr/local/bin/mosh-client (which was built for Mac OS X 11.0)
Expected in: /usr/lib/libSystem.B.dylib
