The mass online build runs automatically when ocw-hugo-themes is released (by watching for new versions of webpack.json).

The mass offline build does not run automatically this way. I believe because it takes longer, we set it up to not run automatically.

I believe we forgot to run the mass offline build after the fixes in mitodl/ocw-hugo-themes#1158 were deployed.

Question: Should the mass offline build run automatically?
