Yea, this is intended. We actually used to do this, but there was an issue a while ago that because clicking a test can also be used to toggle its expand/collapsed state, navigating to the file when a user clicks on it can be unintended or disruptive. As you found, it can be navigated to via a double click, alt+enter when selected, or the "go to test" action.
The navigation on failed state is kind of a carryover from before we had a persistent "test results" view.
