Use SquashFS instead of Tar for Charliecloud Containers

Currently, we're using the old tar charliecloud container format. We should switch to using SquashFS instead since this will lead to faster container setup times and less memory usage.

We should add a new boolean option to the charliecloud config section called: use_squashfs which will turn this feature on or off.
