Create issues template for website

Create an issue template for the website to ensure different activities are being tracked and issues have the required information.

After reviewing some of the 79 PRs pending, https://github.com/kubeflow/website/pulls , I noticed some issues were missing the file name or a good description of the problem.

The idea is to create templates for:

• Feature Request
• Chore
• Bugs ( I want to be able to identify quickly the component's that the bugs is related to)

• General
• [Central Dashboard]
• [Kubeflow Notebooks]
• [Kubeflow Pipelines]
• [Katib]
• [Model Registry]
• [Spark Operator]
• [Training Operator]
