Support Kubernetes v1.28 - v1.31

Similar to Training Operator, we should support Kubernetes v1.28 - v1.31 for Katib: kubeflow/training-operator#2291

By following these PRs, we can see what changes are required for Katib:

• Upgrade Kubernetes to v1.30.7 training-operator#2332
• Upgrade Kubernetes to v1.31.3 training-operator#2330
