Notifications on android are broken again m'dears.

To Reproduce
Try to use the android app ever.
Make sure every tiny part of the experience of using an app is configured properly, including disabling battery optimizations.
No notifications.
Expected behavior
Notifications.

so i tried this locally and it works. it'd help if you gave me some information on what device and OS you're using

We tried it on a Pixel 3 XL with LineageOS and no GAPPS, then assuming that the lack of Google Play Services and its push feature was the problem we tried it on a Moto G 8 with its stock ROM fully upgraded. We also had someone try it on their Galaxy M53 5G, OS version unknown.

If it matters the first two are UK phones and the third one is a Brazilian phone.
