We want to charge an entry fee, e.g. 100 ATOM, for proposals that are submitted.
These funds would be split among all users with locked tokens, according to their voting power distribution at the time when the payment is made; the exact mechanism to do this should make sure that it is gas efficient even when many voters need to be paid.

Might not be necessary anymore - we have a whitelist right now, and it seems unnecessary to also charge an entry fee
