Add common permission management in web interface

As of version 1.2, admins can only add streams and dashboards permissions to regular users. This is a reminder to add an easy way of managing other common permissions (e.g. enable global search page) to those users from the web interface.

My users can see only the stream I created for them (a subset of messages). The expected behaviour is for the "replay search" button on dashboards to point onto the stream the search was created from and to which the users have access. It's not appropriate for them to see the global search page.
